China's cabinet urges thorough implementation of gov't work report

BEIJING, March 17 (Xinhua) -- China's State Council, the Cabinet, Wednesday called for thorough implementation of this year's government work report, which was adopted on March 14 at the annual national legislature session.

The State Council specified the responsibility of each of its subordinate bodies in implementing major tasks set in the report, according to a statement released after an executive meeting chaired by Premier Wen Jiabao.

Wen delivered the report on March 5 at the Third Session of the 11th National People's Congress (NPC).

Government organs should perform their duties, draw up and execute their implementation plans and coordinate with each other, the statement said.

It called for enhanced inspection and improvements in an accountability mechanism and ordered "severe punishment" for those who were found in dereliction of duty or inefficiently conducting their work.

Government organs should implement the plans by conducting research at the grassroots to avoid bureaucracy, it said.

Participants also discussed at the meeting measures to promote development of the energy-saving service industry, according to the statement.

The government would encourage professional energy-saving service providers to sign contracts with energy-using companies or public institutions to help the latter to improve energy efficiency, it said.

The government would also work out favorable policies to promote new energy-saving technologies and products, it said.
