Xi Jinping Holds Talks with President Nicolas Maduro of Venezuela Stressing Sincerity, Friendship, Mutual Benefit and Win-win Outcomes to Unceasingly Promote China-Venezuela Strategic Partnership

On Sept. 22, 2013, President Xi Jinping held talks at the Great Hall of the People with President Nicolas Maduro of Venezuela. The two heads of state had an in-depth exchange of views on strengthening China-Venezuela strategic partnership of common development as well as relevant international and regional issues and reached broad consensus.

Xi Jinping expressed that Venezuela is an important country in the Latin American region. With the joint efforts of both sides, bilateral relations have enjoyed sound development. The late Venezuelan President Hugo Chavez was a great friend of the Chinese people and had made remarkable contributions to pushing for the development of China-Venezuela relations. We deeply cherish his memory. The Chinese side appreciates President Maduro and the new Venezuelan government for carrying on President Chavez's policy of friendship towards China and for taking the development of Venezuela-China relations as a priority of foreign relations. The China-Venezuela relations are now in a period that links the past and the future. Both sides should deepen mutually beneficial and friendly cooperation to unceasingly push forward China-Venezuela strategic partnership of common development to a new high.

Xi Jinping stressed that China and Venezuela should maintain high-level exchanges, keep close contacts between the governments, legislative bodies and political parties, share experience on party building, economic development and other aspects. Both sides should leverage the role of the High-level Mixed Committee between the two governments and the financing cooperation mechanism, promote the overall development of practical cooperation in the fields of energy, agriculture, infrastructure construction and finance, so as to create favourable conditions for mutual investment. Next year marks the 40th anniversary of the establishment of diplomatic relationship between the two countries. Both sides will hold a series of cultural exchange activities to deepen mutual understanding and friendly feelings. The two countries should keep close cooperation in multilateral fields and work together to push ahead with the establishment of the Forum for China-Latin America Cooperation in order to uplift the overall level of China-Latin America cooperation.

Maduro expressed that Venezuela and China enjoy sincere friendship, equal treatment and mutually beneficial cooperation. The Venezuelan side is grateful for China's precious support, especially for the profound friendship with the late President Chavez. President Chavez during his lifetime had attached great importance to relations with China and had forged and developed with Chinese leaders the strategic partnership between the two countries. This is one of the most valuable legacies he had left behind. The Venezuelan people are continuing to move ahead along the path opened up by President Chavez. We will carry on the wish of President Chavez to consolidate and expand friendly cooperation with China, to promote economic diversity and social development of the country. The Venezuelan side hopes to well plan for bilateral cooperation for the next ten years, especially to strengthen inter-party and state-governing exchanges, to explore cooperation in the fields of industry, agriculture, oil and gas, transport infrastructure construction, people's livelihood, scien-tech, investment and financing. Chinese businesses are welcomed to join in the construction of special economic zones in Venezuela. Venezuela is ready to maintain communication and coordination with China on major international and regional issues, supports the establishment of the Forum for China-Latin America Cooperation and is ready to play a positive role in pushing forward China-Latin America cooperation.

Following the talks, the two heads of state attended the signing ceremony of cooperation documents in the fields of financing, culture, education, training and facilitating personnel exchanges.

Prior to the talks, Xi Jinping held a welcome ceremony for Maduro at the Square outside the East Gate of the Great Hall of the People. Mme. Peng Liyuan, wife of President Xi Jinping, Arken Imirbaki, Vice Chairman of the Standing Committee of the National People's Congress (NPC), State Councilor Yang Jiechi, Liu Xiaofeng, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and others were present.
